Product declaration – Cmerce as supplier

A cash register system must have a product declaration before it can be used. Here is what the declaration is, that Cmerce files it, and how you can document that your till is declared.

A produkterklæring (product declaration) is the supplier's confirmation to the Norwegian Tax Administration (Skatteetaten) that the cash register system meets the requirements of kassasystemlova (the Cash Register Systems Act) and kassasystemforskrifta (the Cash Register Systems Regulations). Without a product declaration the system cannot be sold – and you cannot use it. Cmerce, as the supplier, is responsible for filing the declaration. Your responsibility is to use a system that has been declared.

The supplier's duty

How Cmerce does it:

  • Cmerce files the product declaration for the cash register system with Skatteetaten. The declared system is called Cmerce POS.
  • The declaration covers the till itself – the web till, the till app in the browser and the till app (Kasse-appen) on Android. Both use the same regulated functions on Cmerce's servers.
  • When Cmerce makes changes that affect the declared functions, Cmerce makes sure the declaration is updated as the law requires.
  • The public key used to check the digital signature on sales has been filed with the declaration. See Digital signature.

The system description

The product declaration comes with a systembeskrivelse (system description): a description of how the system works and how it can be inspected.

Your duty

How to document that your till is declared

  • Skatteetaten's list. Skatteetaten publishes an overview of declared cash register systems: Kassasystemer med produkterklæring (Cash register systems with a product declaration). You can check there whether a cash register system has been declared.
  • Ask Cmerce for the documentation. Contact Cmerce to get the product declaration and the system description for the version you use. Keep them so you can present them in an inspection.

What you must do yourself

  • Use only the declared cash register system for cash sales – not another program, a spreadsheet or a standalone payment terminal on its own.
  • Keep the product declaration and the system description easily accessible, for example in the same folder as your other accounting documentation.
  • If Cmerce notifies you that the system must be corrected or withdrawn from the market, follow the instructions. The supplier has a duty to notify its customers in such cases (kassasystemforskrifta § 3-2).

In short

  • The product declaration is the supplier's confirmation to Skatteetaten that the cash register system meets the requirements.
  • Cmerce files and updates the product declaration for Cmerce POS.
  • You must use a declared cash register system, and have the system description available for inspection.
  • You find declared systems on Skatteetaten's list, and you can ask Cmerce for the declaration and the system description.
